The Public Service Department (Jabatan Perkhidmatan Awam, JPA) is pleased to announce scholarship opportunities for Management and Professional Group (P&P) officers to pursue Master's studies in Japan under the Government of Japan's scholarships (Monbukagakusho: MEXT) - Young Leaders Program (YLP) 2026.

Available programmes include:

• Master of Law (Kyushu University)

• Master of Public Policy (School of Government) – National Graduate Institute for Policy Studies (GRIPS)

• Master of Public Policy (School of Local Governance) – National Graduate Institute for Policy Studies (GRIPS)

Applications must be submitted online from 20 August to 12 September 2025 via the JPA Scholarship Portal at https://penajaan.jpa.gov.my/.

Applicants must also print two (2) copies of the application form, supporting documents, and the endorsement letter/memo from their Head of Department, and submit them to the Competency & Training Development Section, Human Resource Management Division, Ministry of Higher Education (MOHE) by 11 September 2025 (Thursday), 10.00 a.m. for coordination and approval by MOHE Top Management.
